The Director of Regional Inspectorate Burgas Withdrew His Decision in Wild Beach Case

Bivol was the first one to alert about the case

With a decision from October 15, Antoni Ivanov returned the administrative procedure to the stage of notifying the competent environmental authority and the affected population, the press center of the Ministry of Environment and Waters (MEW) announced Thursday.

“The Director of the Regional Directorate of Environment and Waters (RIEW) in Burgas withdrew Decision № BS – 78/2014 to evaluate the need for assessing the environmental impact of the project “Construction of Luxury Camping Site” under the plan “Byala North “, town of Byala, municipality of Byala. “With a decision from October 15, Antoni Ivanov returned the administrative procedure to the stage of notifying the competent environmental authority and the affected population.” Thus, RIEW Burgas experts will have to decide on the degree of impact on protected areas and the scope of their protection.

“The conditions of the administrative act and their nature strongly suggest a clear need for further clarification of the factors and circumstances to the level of detail and their impact on the environment, which should be the subject of a more in-depth assessment,” are part of the reasons set out in the decision of the Director of RIEW Burgas.

We remind that as early as October 9, caretaker Environment Minister Svetlana Zhekova found serious flaws in Ivanov’s original decision, which considered that there was no need to carry out an Environmental Impact Assessment (EIA) of the investment intention for the beach Karadere and she expressed public disagreement with it,” the press release concludes.

Ivanov’s decision was published discreetly on the website of RIEW Burgas on the day after the elections, and became known after a publication of Bivol. Minister Zhekova reacted immediately and held a meeting with journalists from Bivol and environmental organizations, and then referred the llegal Detailed Territorial Development Plan (PUP) “Byala North” to the prosecution and ordered a probe in RIEW Burgas.

Environmental organizations, however, further want a compulsory administrative measure for the construction in Karadere and declaring it a protected area by the end of the year.
