Murky offshore owners received the top investor Class A for construction on one of the last remaining wild beaches in Bulgaria – Karadere. An investigation of Bivol showed that they have at least 60 million real euros for a project concealed in an offshore company in Jersey.<\/p>\n
However, there is at least one known case where the Investment Agency has issued an investment certificate for first-class investor to persons who lied about their actual assets.<\/p>\n
Such is the public-private partnership of the municipality of Pomorie in the golf complex near Kableshkovo. The so-called investors are individuals with many names and passports. One, known as Dario Tomaletti or Bozidar Tomalevski, is actually Bozidar Tomalev, who is now the leader of the party \u201cDrugata Bulgaria\u201d (The Other Bulgaria). The other one – George Gurkovski or Georges Gyurkovski or Georgi Gyurkovski, according to the passport he is using at the moment, was born in France. The third is British – Nicolas Gallagher, who is known as the “man with the money.”<\/p>\n
The tree registered the company “NGB Consulting” and made before the municipality of Pomorie an investment proposal for hundreds of millions of euros. The well-dressed Nicholas Gallagher was presented as founder and director of the investment fund Powercourt Capital, which had built abroad facilities worth billions. Before \u201cattacking\u201d the municipality, \u201cNGB\u201d have acquired somehow a first-class investor certificate from the Investment Agency, issued by Stoyan Stalev (during the term of the Three-Party Coalition government).<\/p>\n
The investors also received full support from then mayor of Pomorie Peter Zlatarev, elected on the ballot of the Bulgarian Socialist Party (BSP). The dazzled municipal councilors decided to deposit as asset 2000 decares of land in a joint company “Kabland” Ltd., registered by “NGB,” which was to build the golf complex. \u201cNGB\u201d committed to deposit 600 000 levs, however, the councilors did not know that at the time of the deposit, the company “Kabland” has already been transferred to the offshore company “Darnik Limited” in Malta.<\/p>\n
Bivol subsequently revealed that Powercourt Capital has not heard of any Nicholas Gallagher. A more detailed investigation showed that “the man with the money” has registered a company in England with a similar name – Powercourt Investments. After achieving his goal to impress and trick the Balkan natives, Gallagher closed the company. These facts are documented in black and white with excerpts from the British Trade Registry.<\/p>\n
After being elected, the new mayor from the party Citizens for European Development of Bulgaria (GERB), Ivan Aleksiev, promised to rescind the controversial contract with Kabland! This did not happen, however. Despite clear evidence of empty promises to build a golf complex, the mayor of Pomorie made a U-turn, and now, according to sources from the municipality, is pressuring councilors to transfer all property to Tomaletti and company.<\/p>\n
If the decision is approved, it will make these crooks the happy owners of 2000 decares of \u201cgolden\u201d land near the sea, obtained by fraud against pocket change. And the damage to the municipality will be measured in tens of millions of euros.<\/p>\n
In addition, this is not the first time when the same bogus investors have profiteered greatly. Before moving on to the larger prey of 2,000 decares, Tomaletti and Co have managed to make a swap, with the corroboration of Three-Party Coalition Cabinet\u2019s Agriculture Minister, Nihat Kabil, of 200 decares of state land in Pomorie against meadows in Topolovgrad. By investing 45,000 levs in the meadows, they earned from the land by the sea 8.5 million levs, without anybody ever holding them accountable. The anatomy of such swaps, revealed by an investigation of Bivol, is a classic example of plundering of state property during the term of the Three-Party Coalition government.<\/p>\n
The land in Kableshkovo does not fall within the protected area and the scam does not outrage the public as much as in the case \u201cKaradere\u201d or \u201cCoral\u201d or other prime unconstructed beaches, but the rampant fraud is an unprecedented fact. If approved, it can be applied elsewhere, with the support of the state, which is issuing certificates to shady individuals.<\/p>\n
The “Kabland” deal is being investigated by the prosecution, but despite clear evidence of fraud committed by Gallagher, documented in black and white with excerpts from the British Trade Registry, until now there is no provision for rescission of the transaction and for preventing this forthcoming grand theft of municipal property.<\/p>\n
