“The pieced” wild Bulgarian beach Coral, according to the project of Iberdrola Inmobiliaria<\/em><\/p>\n The consortium between the Spanish and Empresarios Agrupados and the English Nuvia is the consultant in multi-million contracts for dismantling and decontaminating the closed nuclear reactors of Bulgaria’s Kozloduy Nuclear Power Plant (NPP). Empresarios Agrupados includes the major Spanish companies GHESA, TRSA, IBERDROLA Ingenier\u00eda y Construcci\u00f3n, TRPI y GAS NATURAL FENOSA ENGINEERING, S.L.U..<\/p>\n The consultants recommend plasma incineration of radioactive waste at a price 45 million euros. On top, there is an agreement for releasing the Consortium from responsibility in case of nuclear damage.<\/p>\n According to the European Court of Auditors, however, the recommended plasma burning process is expensive and ineffective. The bill must be paid by the Fund for Kozloduy NPP, which has 870 million euro furnished by the European taxpayer.<\/p>\n The case has been referred to the European Parliament with detailed letters and documents which Bivol has examined.<\/p>\n I am both a supplier and a consultant… of nature …<\/p>\n It turns out that in addition to being a consultant, IBERDROLA Ingenier\u00eda y Construcci\u00f3n is the provider of the plasma system (along with Belgian Belgoprocess), which is a clear conflict of interest.<\/p>\n At the same time, IBERDROLA Inmobiliaria, the subsidiary of the energy company bought 130 decares from the wild beach Coral for 40 million euro and insists on building there a tourist complex for 3,000 people. The project will fully cement all access to the beach and will destroy the habitat of the precious spring snowflake, which is used to make the medication Nivalin \u2013 a cure for polio.<\/p>\n The company has received construction permits from the municipality of Tsarevo before the entry into force of the Management of the Black Sea Coast Act. These permits have been renewed by the Mayor of Tsarevo Georgi Lapchev and the chief architect of the municipality. After a scandal broke at the beginning of 2013, the then Minister of Regional Development and Public Works Lilyana Pavlova referred the construction permits to the prosecution.<\/p>\n Construction is expected to begin in October. A construction supervision company has been chosen, and excavators are ready to plow the dunes.<\/p>\n In May 2010, the Director of Communications and Marketing of Iberdrola Inmobiliariya, Jose Luis Gonzalez Sequera, said the project “Coral Beach Elite” was one of the most important for his company and it continues to carry out the plan agreed with local authorities. 44 million euro have been invested in the project so far, of which 40 million euro went for the purchase of land and the rest – for sewage and building permits.<\/p>\n Why is IBERDROLA insisting so much on this pharaoh construction project when the investment is obviously non-refundable, according to experts? The answer is probably in the relationship between the various activities of IBERDROLA – draining money from the Fund Kozloduy through overpriced projects and pouring them into concrete.<\/p>\n And with unauthorized State aid…<\/p>\n The parent company of the nuclear investors is Iberdrola S.A.. It has benefited from unauthorized aid from the Spanish State in the period 2005-2007. The scheme has allowed Spanish companies to amortize financial reputation, resulting from the acquisition of shares from foreign companies within the European Union.<\/p>\n Intentionally or not, precisely during this period, the Spanish subsidiary Iberdrola Inmobiliaria paid 40 million euro for the Coral beach land, which was privatized earlier through a criminal corruption scheme, exposed in a publication of Bivol’s journalist Assen Yordanov in 2005.<\/p>\n After a complaint was logged by a private operator, the EC started an infringement procedure against Spain and revoked the tax scheme. The Commission’s decision was appealed by Iberdrola S.A..<\/p>\n Ultimately, the European Court in Luxembourg ruled that the sanctions were grounded by dismissing the appeal of Iberdrola against the EC in 2012. The rule is final.<\/p>\n Protests<\/p>\n The environmental community has already organized several protests demanding to restore the protected zone “Spring Snowflake” and to cancel the building permits. The most recent one was organized at 6 pm Saturday, August 16, on the central part of Coral beach.<\/p>\n Protesters demand the following from to the caretaker government:<\/p>\n 1 The Ministry of Regional Development and Public Works to declare Coral and adjacent territory protected on the basis of expert reports, maps, documents, photos and more.<\/p>\n 2 The Directorate National Construction Control (DNSK) and the District Prosecutor’s Office in the city of Burgas to cancel the remaining 12 building permits for “Iberdrola Inmobiliariya Real Estate Investments” Ltd. concerning the area behind the beach Coral, similar to three other such permits, revoked by the Burgas Administrative Court, by decisions 1961\/July 11, 2013, 1584\/July 15, 2013 and 1723\/ September 24, 2013<\/p>\n 3 To sanction the Tsarevo municipality – the mayor and the chief architect who have renewed many old building permits containing construction parameters completely contrary to the Black Sea Coast Act from January 1, 2008 and all its subsequent amendments.<\/p>\n 4 The Tsarevo municipality to undertake immediate action to build adequate infrastructure for Coral and other beaches in the municipality.
