This was announced in a press release distributed by the company on Thursday.<\/p>\n<p>The LIC33 company website lists an address in Paris, which is actually a <a href=\"http:\/\/www.groupenci.com\/fr\/centre\/location-bureaux-centre-affaires-paris-saint-honore-cambon\/28\" target=\"_blank\">mailbox rental.<\/a> A company with denomination LIC33 does not legally exist in France at present and it is not clear in which jurisdiction it is registered.<\/p>\n<p>The same &#8220;Belgian&#8221;, who also has a Russian passport, is the single manager of the company Kemira, which owns Dunarit and until recently was procurator of Hedge Investment Fund, owner of Kemira and Avionams.<\/p>\n<p>Louvrier has publically demonstrated his sympathy to Putin&#8217;s regime on the social network Twitter. The latter has preserved his praise from a year ago and him celebrating the annexation of the Crimea in the company of Gerard Depardieu. The pictures from the party have been deleted from the platform Instagram, but some remained on Facebook.<\/p>\n<blockquote class=\"twitter-tweet\" lang=\"en\"><p><a href=\"https:\/\/bivol.bg\/wp-content\/uploads\/2015\/03\/Capture-2015-03-20-\u00e0-12.41.41.jpg\" data-rel=\"penci-gallery-image-content\" ><img fetchpriority=\"high\" decoding=\"async\" class=\"alignnone size-full wp-image-26292\" src=\"https:\/\/bivol.bg\/wp-content\/uploads\/2015\/03\/Capture-2015-03-20-\u00e0-12.41.41.jpg\" alt=\"Capture 2015-03-20 \u00e0 12.41.41\" width=\"870\" height=\"412\" srcset=\"https:\/\/bivol.bg\/wp-content\/uploads\/2015\/03\/Capture-2015-03-20-\u00e0-12.41.41.jpg 870w, https:\/\/bivol.bg\/wp-content\/uploads\/2015\/03\/Capture-2015-03-20-\u00e0-12.41.41-300x142.jpg 300w\" sizes=\"(max-width: 870px) 100vw, 870px\" \/><\/a><\/p><\/blockquote>\n<p><script src=\"\/\/platform.twitter.com\/widgets.js\" async=\"\" charset=\"utf-8\"><\/script><\/p>\n<p>The owner of Vivacom is the company &#8220;Viva Telecom Bulgaria&#8221;, which is owned by the Luxembourg company &#8220;InterV Investment&#8221;. Before the deal, the final owners of Vivacom, formerly BTC, were Tsvetan Vasilev and the Russian bank VTB, also known as &#8220;the Bank of Putin.&#8221;<\/p>\n<p><strong>Malofeev around the corner<\/strong><\/p>\n<p>The financing of the mysterious company LIC33 is not officially clear, but the connections of Louvrier with the sanctioned by the European Union (EU) and the United States Russian oligarch Konstantin Malofeev are clear. In November 2014, Louvrier\u2019s CFG Capital and Malofeev\u2019s Marshall Capital concluded partnership agreements for investments in the &#8220;technology sector&#8221;, Russian <em>Vedomosti<\/em> writes. The LIC33 team also includes another person associated with CFG Capital \u2013 the Member of Investment Committee Anatoly Cairo.<\/p>\n<p>As <a href=\"https:\/\/bivol.bg\/en\/oligarch-close-to-putin-and-sanctioned-by-the-us-and-the-eu-wants-to-buy-tv7.html\" target=\"_blank\">Bivol wrote earlier<\/a>, American Jack Hanick, who is a man of Malofeev, represents the interests of the new owner of TV7. Hanick officially presents himself as a former producer of the US television Fox News and a current one in the Russian TV Tsarygrad TV, which is funded by Malofeev.<\/p>\n<p>The LIC33 site further claims that the company is planning to invest in media. He is a former employer of two terrorists from the Lugansk and Donetsk People\u2019s Republics, Igor Girkin and Alexander Boroday and is among the initiators of the proposal and justification for the annexation of eastern Ukraine &#8220;tabled&#8221; in the Kremlin at the beginning of 2014. His control of Vivacom, Dunarit and TV7 means the Kremlin \u201cmanually\u201d managing those assets and using them not for business, but for other purposes.<\/p>\n<p>As early as the previous acquisition of BTC by Tsvetan Vasilev with help from &#8220;the bank Putin&#8221; &#8211; VTB &#8211; Bivol rang the bell that this is a threat to national security. Today, the disgraced banker is giving back the business to his actual employers, the real creators of his now-collapsed Corporate Commercial Bank (CCB) \u2013 the KGB leadership in Moscow. There are no longer any illusions that Putin&#8217;s regime has as its goal a hybrid war with the West, in which the control over telecommunications, military establishments and media in EU and NATO countries is undoubtedly an advantage.<\/p>\n<p>Is the Bulgarian State Agency for National Security (DANS) going to probe the ownership of LIC33? Will the deal be approved by the Commission for Protection of Competition? These are not only questions worth hundreds of millions of levs, but they also involve the security of Bulgaria and its NATO and EU partners.<\/p>\n<p><strong>Follow up: On 28 July 2015 we received the following statement by Pierre Louvrier legal adviser Stuart Leasor and we are publishing it with no redaction. class=\"p3\">The article contains a number of factual<\/p>\n<p class=\"p1\"><span class=\"s1\">errors and baseless claims which need to be corrected.<\/span><\/p>\n<p class=\"p1\"><span class=\"s1\">1. \u00a0\u00a0\u00a0\u00a0\u00a0You refer to Mr Louvrier as a crony of Putin. \u00a0Mr Louvrier and<\/span><\/p>\n<p class=\"p1\"><span class=\"s1\">President Putin do not even know each other. \u00a0To say that Mr Louvrier is<\/span><\/p>\n<p class=\"p1\"><span class=\"s1\">Putin\u2019s crony is wholly inaccurate.<\/span><\/p>\n<p class=\"p1\"><span class=\"s1\">2. \u00a0\u00a0\u00a0\u00a0\u00a0You refer to Mr Louvrier as a Russian-Belgian businessman. \u00a0He<\/span><\/p>\n<p class=\"p1\"><span class=\"s1\">is not Russian-Belgian, he is Belgian and does not have a Russian<\/span><\/p>\n<p class=\"p1\"><span class=\"s1\">passport.<\/span><\/p>\n<p class=\"p1\"><span class=\"s1\">3. \u00a0\u00a0\u00a0\u00a0\u00a0You state that Mr Louvrier has \u201cpublically demonstrated his<\/span><\/p>\n<p class=\"p1\"><span class=\"s1\">sympathy to Putin\u2019s regime\u201d. \u00a0There is no basis for this claim. \u00a0You<\/span><\/p>\n<p class=\"p1\"><span class=\"s1\">cannot extrapolate his political views from a couple of dated, social<\/span><\/p>\n<p class=\"p1\"><span class=\"s1\">media comments and moreover, nowhere in these comments did Mr Louvrier<\/span><\/p>\n<p class=\"p1\"><span class=\"s1\">specifically express support for Mr Putin.<\/span><\/p>\n<p class=\"p1\"><span class=\"s1\">4. \u00a0\u00a0\u00a0\u00a0\u00a0Mr Malofeev never had any part in LIC33, directly or<\/span><\/p>\n<p class=\"p1\"><span class=\"s1\">indirectly, and hence had no part in the transaction that was announced<\/span><\/p>\n<p class=\"p1\"><span class=\"s1\">in March 2015 to acquire Vivacom and other companies in Bulgaria.<\/span><\/p>\n<p class=\"p1\"><span class=\"s1\">5. \u00a0\u00a0\u00a0\u00a0\u00a0Mr Louvrier has never had any financial relationship with Mr<\/span><\/p>\n<p class=\"p1\"><span class=\"s1\">Malofeev \u2013 he has never managed any of his money and Mr Malofeev has<\/span><\/p>\n<p class=\"p1\"><span class=\"s1\">never managed any of Mr Louvrier\u2019s.<\/span><\/p>\n<p class=\"p1\"><span class=\"s1\">6. \u00a0\u00a0\u00a0\u00a0\u00a0Contrary to the November 2014 announcement that you cite, no<\/span><\/p>\n<p class=\"p1\"><span class=\"s1\">joint venture between CFG and Marshall was ever concluded \u2013 Mr Malofeev<\/span><\/p>\n<p class=\"p1\"><span class=\"s1\">and Mr Louvrier were therefore never co-investors in anything. \u00a0CFG<\/span><\/p>\n<p class=\"p1\"><span class=\"s1\">Marshall never existed except in a statement that appeared on Marshall\u2019s<\/span><\/p>\n<p class=\"p1\"><span class=\"s1\">website \u2013 a statement that Mr Louvrier has asked to be removed on a<\/span><\/p>\n<p class=\"p1\"><span class=\"s1\">number of occasions.<\/span><\/p>\n<p class=\"p1\"><span class=\"s1\">7. \u00a0\u00a0\u00a0\u00a0\u00a0Despite the reported claims of Mr Malofeev in the Vedomosti<\/span><\/p>\n<p class=\"p1\"><span class=\"s1\">article and the stories from the Bulgarian yellow press that you cite,<\/span><\/p>\n<p class=\"p1\"><span class=\"s1\">Mr Louvrier\u2019s relationship with Mr Malofeev has been extremely minor.<\/span><\/p>\n<p class=\"p1\"><span class=\"s1\">They met for the first time at a dinner on 31 May 2014. \u00a0Over a total of<\/span><\/p>\n<p class=\"p1\"><span class=\"s1\">5 or 6 subsequent meetings they explored a number of ideas,<\/span><\/p>\n<p class=\"p1\"><span class=\"s1\">predominately in the charitable field. \u00a0None of these ideas came to any<\/span><\/p>\n<p class=\"p1\"><span class=\"s1\">degree of fruition and he has had no contact with Mr Malofeev since a<\/span><\/p>\n<p class=\"p1\"><span class=\"s1\">brief phone call on 2 February 2015 &#8211; over a month before Mr Louvrier<\/span><\/p>\n<p class=\"p1\"><span class=\"s1\">made the LIC33 announcement regarding Vivacom and the other companies.<\/span><\/p>\n<p class=\"p1\"><span class=\"s1\">In view of the above it therefore is clear that your section on Mr<\/span><\/p>\n<p class=\"p1\"><span class=\"s1\">Louvrier is ill-sourced and plain wrong. \u00a0Since last week\u2019sLouvrier\u2019s<\/span><\/p>\n<p class=\"p1\"><span class=\"s1\">withdrawal from the Vivacom deal, it is also completely irrelevant.<\/span><\/p>\n<p class=\"p1\"><span class=\"s1\">We therefore request that you remove all reference to Mr Louvrier from<\/span><\/p>\n<p class=\"p1\"><span class=\"s1\">the archived version of this article. \u00a0We would also welcometeam,
