This had\nbeen done after an inquiry from the Bulgarian side dated December 24 and whose\nanswer had been that the technical certificates presented by <strong>Bulgargeomin<\/strong> DZZD are counterfeit.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">On January 14, at 5 pm Bulgarian time, the phantom tanker picked up anchor and sailed to Odessa, but was brought back in the middle of the night after an impressive loop in the open sea, satellite maps published by <em><a href=\"https:\/\/www.maritime.bg\/56542-2\/\">Maritime.bg<\/a><\/em> show.<br \/><br \/><img fetchpriority=\"high\" decoding=\"async\" width=\"2174\" height=\"1166\" data-wpid=\"1017\" class=\"size-full\" src=\"https:\/\/bivol.bg\/wp-content\/uploads\/2019\/01\/smartselect_20190115-045832_chrome2413267432338788917.jpg\"\/><\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><em>At 11:30 pm on January\n14, BADR makes a U-turn, according to the Maritime.bg map<\/em><\/p>\n\n\n\n<p class=\"wp-block-paragraph\">According to the AIS navigation system, in the wee hours of January 15, BADR had already entered Bulgarian territorial waters and had been moving slowly towards the Burgas Bay, from which it started its journey on December 27. There is nothing else left, but for it to be arrested by Maritime Administration because of irregular documents.<br \/><br \/><img decoding=\"async\" width=\"1072\" height=\"1050\" class=\"wp-image-44621 size-full\" src=\"https:\/\/bivol.bg\/wp-content\/uploads\/2019\/01\/smartselect_20190115-042547_chrome1742595236532626289.jpg\" srcset=\"https:\/\/bivol.bg\/wp-content\/uploads\/2019\/01\/smartselect_20190115-042547_chrome1742595236532626289.jpg 1072w, https:\/\/bivol.bg\/wp-content\/uploads\/2019\/01\/smartselect_20190115-042547_chrome1742595236532626289-300x294.jpg 300w, https:\/\/bivol.bg\/wp-content\/uploads\/2019\/01\/smartselect_20190115-042547_chrome1742595236532626289-768x752.jpg 768w, https:\/\/bivol.bg\/wp-content\/uploads\/2019\/01\/smartselect_20190115-042547_chrome1742595236532626289-1024x1003.jpg 1024w, https:\/\/bivol.bg\/wp-content\/uploads\/2019\/01\/smartselect_20190115-042547_chrome1742595236532626289-585x573.jpg 585w\" sizes=\"(max-width: 1072px) 100vw, 1072px\" \/> <\/p>\n\n\n<p><em>By 5 am on January 15, the tanker had entered the Burgas Bay, although it showed a course to Odessa<\/em><\/p>\n<p>This is the BADR\/ BDIN&#8217;s second attempt to escape after the pirate raid. Its first course to the Bosporus was <a href=\"https:\/\/bivol.bg\/en\/bulgarin-court-rejects-seizure-of-libyan-tanker-declares-it-illegal.html\">thwarted<\/a> by the Turkish authorities and the ship was returned from the border. Namely, Maritime Administration has revoked BADR\u2019s arrest after an illegal change of ownership and flag, and has let it sail free despite the massive falsification.<\/p>\n\n\n<p class=\"wp-block-paragraph\"><br \/>Part of the conversation (in Bulgarian) with Mr Zhivko Petrov, Head of Maritime Administration, held on December 31, four days after the Panamanian flag was reported as fake by Panama\u2019s ship register.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><audio class=\"wp-audio-shortcode\" id=\"audio-44634-1\" preload=\"none\" style=\"width: 100%;\" controls=\"controls\"><source type=\"audio\/mpeg\" src=\"https:\/\/bivol.bg\/wp-content\/uploads\/2019\/01\/J.Petrov_31.12.18_16.22p.mp3?_=1\" \/><a href=\"https:\/\/bivol.bg\/wp-content\/uploads\/2019\/01\/J.Petrov_31.12.18_16.22p.mp3\">https:\/\/bivol.bg\/wp-content\/uploads\/2019\/01\/J.Petrov_31.12.18_16.22p.mp3<\/a><\/audio><br \/><a href=\"javascript:void(0);\">Use the up\/down arrows to increase or decrease the volume<\/a><\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The Panamanian flag license is dated December 13, <g class=\"gr_ gr_9 gr-alert gr_gramm gr_inline_cards gr_disable_anim_appear Punctuation only-ins replaceWithoutSep\" id=\"9\" data-gr-id=\"9\">2018<\/g> and is from the Panamanian consulate in Athens. However, the internal investigation of the Panamanian diplomatic and maritime authorities has found that all certificates in the Panamanian ship register, stating the change of the flag and the name BADR with the new name BDIN are fake.<br \/><br \/><a rel=\"attachment wp-att-44603\" href=\"https:\/\/bivol.bg\/en\/panama-flag-badr-cancel.html\/screen-shot-2019-01-14-at-22-54-33\"><img loading=\"lazy\" decoding=\"async\" width=\"813\" height=\"497\" class=\"alignnone size-full wp-image-44603\" src=\"https:\/\/bivol.bg\/wp-content\/uploads\/2019\/01\/Screen-Shot-2019-01-14-at-22.54.33.png\" alt=\"\" srcset=\"https:\/\/bivol.bg\/wp-content\/uploads\/2019\/01\/Screen-Shot-2019-01-14-at-22.54.33.png 813w, https:\/\/bivol.bg\/wp-content\/uploads\/2019\/01\/Screen-Shot-2019-01-14-at-22.54.33-300x183.png 300w, https:\/\/bivol.bg\/wp-content\/uploads\/2019\/01\/Screen-Shot-2019-01-14-at-22.54.33-768x469.png 768w, https:\/\/bivol.bg\/wp-content\/uploads\/2019\/01\/Screen-Shot-2019-01-14-at-22.54.33-585x358.png 585w\" sizes=\"(max-width: 813px) 100vw, 813px\" \/><\/a><br \/><br \/>It became clear earlier that the maritime mortgage, on whose\ngrounds the tanker\u2019s ownership claims had been made is also fake. A Greek\nnotary has reported to the Prosecutor General&#8217;s office in Athens that her\nsignature and stamp have been falsified. Bivol talked on the phone with notary\nAndreadaki and publishes her confirmation of the latter on December 31, 2018.\nThe Bulgarian Prosecutor&#8217;s Office had been working on the case with the fake\nmortgage since July, according to recent statements by the Burgas District\nProsecutor.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Until now, among all Bulgarian institutions, only the\nProsecutor&#8217;s Office has shown some activity by indicting private law\nenforcement agent (PLEA) Totko Kolev. However, Kolev publicly announced that\nthe December 21 raid, during which the tanker was seized by thugs with the help\nof border police and Maritime Administration, had not been at his request and\nhe had not even been in the country at the time. On the same day, the Burgas\nDistrict Court <a href=\"http:\/\/legalacts.justice.bg\/Search\/GetActContentByActId?actId=OC4E4gkDe0M%3D&amp;fbclid=IwAR0I7z2gzaUEfPIPgcVEEwpOfcESYPgOvCZA_Ssf1F8rHCUqng59DsrL93M\">ruled<\/a>\nthat the refusal of PLEA Totko Kolev to suspend the execution of the transfer\nof the tanker\u2019s ownership to Bulgargeomin had been illegal i.e. by virtue of a\nprevious court ruling, Kolev had been mandated to suspend the transfer.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Instead of this and for BADR to be able to sail freely,\naccording to the final ruling of the Supreme Court of Cassations, the Bulgarian\nauthorities, represented by Maritime Administration and border police, together\nwith police officers dressed as private security guards, seized the ship at\ngunpoint, beat and forcibly removed the crew, replacing it with a Ukrainian\none.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">In addition to the prosecution, all other authorities, including\nthe Ministry of Interior, Maritime Administration, the Ministry of Foreign\nAffairs, and the Transport Minister argued in unison that this is a private\ndispute and that all of the actions of the institutions had been correct and without\nany problems.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">There is no reaction yet by the Ministry of Interior,\ndespite the evidence presented by Bivol that an active police officer had been\npart of the team of private security guards of the private security company Bashev\nTeam &amp; Security in violation the law. Bivol <a href=\"https:\/\/bivol.bg\/en\/special-task-force-policeman-leads-hijacking-of-badr-tanker.html\">revealed<\/a>\nthat <strong>Alexander Vassilev Longochev<\/strong>, a policeman from the special police\ntask force in the Bulgarian capital (SPS-Sofia), has boarded the BADR tanker\ndressed in a security guard uniform of&nbsp;<a href=\"https:\/\/www.facebook.com\/Bashev-Security-Team-561006417420415\/\">Bashev\nTeam &amp; Security<\/a>. He has been recognized by the ship\u2019s Captain&nbsp;<strong>Abdullah\nAbdul Jalil<\/strong>&nbsp;as one of the people who hijacked the tanker on December\n21, 2018. <\/p>\n\n\n\n<p class=\"wp-block-paragraph\">According to our sources, Longochev has not been the only\nemployee of the Ministry of Interior in the role of a thug during the hijacking,\nbut an investigation by the Interior Ministry and a reaction by the Interior\nMinister are missing, which can be interpreted as a clear indication of the State\u2019s\ninvolvement in the criminal act.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Moreover, according to data from the Ministry of Interior\u2019s\nregisters, the company Bashev Team &amp; Security did not and does not have a\nlicense for security activities. It is still to be established whether the\nthugs have been authorized to carry weapons.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><strong>Bulgaria becomes a &#8220;pirate state&#8221; in a US intelligence report<\/strong><\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Meanwhile, the armed capture of the Libyan tanker by the Bulgarian authorities in the Burgas Bay has been listed in reports by the <a href=\"https:\/\/www.oni.navy.mil\/Portals\/12\/Intel%20agencies\/piracy\/20190102_WTS.pdf?ver=2019-01-04-071255-140\">US Office of Naval Intelligence as<\/a> a pirate attack.<strong>B<\/strong><\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><em>The site of the US Office of Naval Intelligence reports the capture of BADR as a pirate attack<\/em><br \/><a rel=\"attachment wp-att-44617\" href=\"https:\/\/bivol.bg\/en\/panama-flag-badr-cancel.html\/screen-shot-2019-01-15-at-2-07-11\"><img loading=\"lazy\" decoding=\"async\" width=\"1244\" height=\"486\" December 21 speak persuasively of an armed attack by\ncivil servants and thugs who had abused and humiliated sailors aboard BADR.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The entire unparalleled criminal act was carried out with\nthe aegis of Maritime Administration and border police, making the respective Ministers\nresponsible for the unprecedented torture and subsequent international scandal.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><strong>Bivol calls on the\nProsecutor&#8217;s Office to launch an investigation against Transport Minister Rosen\nZhelyazkov and Interior Minister Mladen Marinov<\/strong> as responsible for the cooperation\nand complicity of their institutions into the carrying out of this mafia\nhijacking.<\/p>\n\n\n\n<p
