{"id":45267,"date":"2019-01-29T16:57:28","date_gmt":"2019-01-29T13:57:28","guid":{"rendered":"https:\/\/bivol.bg\/?p=45267"},"modified":"2019-02-02T13:27:33","modified_gmt":"2019-02-02T11:27:33","slug":"riagate-lets-give-a-hand-to-ivan-we-have-a-deal","status":"publish","type":"post","link":"https:\/\/bivol.bg\/en\/riagate-lets-give-a-hand-to-ivan-we-have-a-deal.html","title":{"rendered":"#RIAGate; \u2018Let\u2019s Give a Hand to Ivan\u2026 We Have a Deal\u201d"},"content":{"rendered":"\n<p class=\"wp-block-paragraph\">A recording of a conversation between a Director at the\nBulgarian Road Infrastructure Agency (RIA) and an unknown lady from\nAvtomagistrali JSC (Highways JSC, a State company tasked with the maintenance\nof the country\u2019s highways \u2013 editor\u2019s note) reveals the scheme and the mechanism\nby which the money for the \u201cHemus\u201d highway that will connect the capital Sofia\nwith the Black Sea city of Varna will be utilized &#8211; through non-transparent\nassignments to some companies, without public procurement but to &#8220;our\npeople&#8221; to whom influential persons &#8220;are giving a hand&#8221;. This\nscheme operates at the moment at the sites maintained by Avtomagistrali JSC,\nwhile the RIA management is fully aware of what is going on.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">At the end of last year, the RIA signed a contract with\nAvtomagistrali JSC for BGN 1,124,880,000, excluding VAT, for the construction\nof 124 km from the \u201cHemus\u201d highway. The State-owned firm has no right to hire\nsubcontractors, but has announced that it will hire people and equipment for\nthis huge infrastructure project.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">This has raised doubts that the construction funds would be\nhanded to companies close to the country\u2019s rulers. There is also publically\navailable information that Executive Director of Avtomagistrali JSC, Stoyan\nBelichev, is close to <strong><a href=\"https:\/\/bivol.bg\/en?s=Ginka+Varbakova\">Ginka Varbakova<\/a><\/strong>.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">These doubts about non-transparent absorption of funds for\nthe \u201cHemus\u201d highway are confirmed by what is heard in the recording. There is\ntalk about some Ivan, who is already building at a &#8220;pilot&#8221; site near\nMalo Buchino (village near Sofia \u2013 editor\u2019s note). The site had been assigned to\nAvtomagistrali JSC by the RIA.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Ivan should be given a hand because he is working hard and\nis \u201cready to absolutely do everything possible\u201d. It becomes clear that if the\npilot project goes well and Prime Minister Boyko Borisov manages to cut the\nribbon there before the elections, Ivan should be expecting big deals and a\nbright future.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The conversation also involves other people with solid\n&#8220;general&#8221; connections who know Ivan and will help. The Avtomagistrali\nJSC Executive Director <strong>Stoyan Belichev<\/strong>\nand his contacts with <strong>Ginka Varbakova<\/strong>\nare also being discussed.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The conversation has been accidentally recorded by a driver,\nwho has called at the Road Infrastructure Agency, using phone number 02 9173\n376, which, according to the RIA phonebook, is the office number of <strong>Mihail Rashkov<\/strong>, Director of the &#8220;Road\nInfrastructure Maintenance&#8221; Directorate. It seems that the recording has\nresulted from a blunder by the telephone exchange.<\/p>\n\n\n\n<figure class=\"wp-block-audio\"><audio controls src=\"https:\/\/bivol.bg\/wp-content\/uploads\/2019\/01\/api-avtomagistrali.ogg\"><\/audio><\/figure>\n\n\n\n<p class=\"wp-block-paragraph\">Bivol processed the recording with a noise filter and has\ncut out a part that can allow the source to be identified. The original recording\nis kept in the editorial office and will be given to the law enforcement authorities\nif they see signs of corruption and wish to investigate it.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><strong>Transcript:<\/strong><\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Tuesday, January 15,\nslightly after 9 am <\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Woman: My thought is such. Meanwhile,\nanother man evidently enters the room because he is heard asking the first man\na question about vehicle stickers. He receives instructions and is send away, and\nafter that the conversation resumes.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Woman: This <strong>Georgi\nGeorgiev<\/strong>, it turned out&#8230; I have known him for a long time and he is a\nfriend of, close to this general of (not audible) <strong>Miho Mihov<\/strong> he us (not audible) and now he is &#8230; So he also knows <strong>Ivan<\/strong>, he has also given a hand there,\nhe claims, but I do not know when this person (not audible).<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Man: I think here, he&#8217;ll come here in a month.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Woman: Will he come in here?<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Man: Yes, he will come here. They will do this to us&#8230;<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Man: No, no, they are targeting us, they want to close us. <\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Woman: This&#8230;<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Man: But, yes, it has started from there.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Woman: I wrote to (not audible), I asked what would happen,\nhe had no idea. This was last week.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Then, evidently in another conversation, the man gives\ninstructions about some press release to the media about the progress of highway\nconstruction works and after that the conversation resumes. <\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Woman: See what he wrote to me. Well, let me tell you (not\naudible) he&#8217;s probably going to send it further, but he&#8217;ll probably wait to see\nwho&#8230;<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Man: No, no, no, in any case, there should be a wait. He can\nclimb on the road shoulder on Thursday.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Woman: And about Vankata (Ivan \u2013 editor\u2019s note), this is it,\nI stand behind his strength, you stand behind me, he is all good.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Man: Yeah, yeah, no problem, this is what I am telling you,\nthe same, I want to do it, to do this pilot thing, then I think there is (not\naudible).<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Woman: Yeah, if you can give them a hand for these&#8230; deliveries,\nfor sure there (not audible).<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Man: OK, good.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Woman: I&#8217;ll leave you then, to not keep you on the phone longer&#8230;<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Man: Will you go there?<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Woman: I&#8217;ll call Valya&#8230; if it&#8217;s not a problem<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Man: Call her, no problem.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><strong>Who is who in the\nrecording?<\/strong><\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Bivol has sensible hypotheses about the persons behind the first\nnames and the surnames mentioned in the recording. <strong>Doncho<\/strong> is most likely engineer Doncho Atanasov, an unchangeable\nmember of the Board of Directors of the RIA. <strong>Zhoro (Georgi) Zlatev<\/strong> &#8211; Director of the RIA, <strong>Nadya Sachanska<\/strong> &#8211; Head of Department at RIA and Georgi Fudchedzhiev\n&#8211; expert at RIA are three of the people charged by the prosecution for the fatal\nincident with the fallen lighting in the Echemishka tunnel on the \u201cHemus\u201d\nhighway. <strong>Nanka<\/strong> is probably a\nnickname for the Deputy Minister of Regional Development and Public Works,\nNikolay Nankov. So far we have no information about Georgi Georgiev, who is\nclose to General Miho Mihov.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><strong>There is nothing in\nMalo Buchino, but there is construction going on<\/strong><\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Bivol identified one of the people in the conversation as engineer\nMihail Rashkov, Director of RIA\u2019s &#8220;Road Infrastructure Maintenance&#8221;\nDirectorate. Asked whether he knew who is said Ivan, he denied it. On the\nquestion of who is working at the Malo Buchino site and what exactly are they\ndoing, engineer Rashkov told us to turn to Avtomagistrali JSC, to which the RIA\nhas commissioned the construction works on the \u201cStruma\u201d highway tunnel.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">When asked what wall has fallen, engineer Rashkov replied\nthat it has been a wall panel, not a wall.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Avtomagistrali JSC responded that they are not working at\nany sites near Malo Buchino. That is\nwhy we were unable to identify either the company that is \u201cdigging\u201d at Malo\nBuchino or the person named Ivan, who should be &#8220;given a hand&#8221;.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><strong>Ginka and Belichev\nare in close business relations<\/strong><\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The claims in the recording that Ginka Verbakova and Stoyan\nBelichev have known each other accidentally from their years in college and have\nno other relationship are not true, a check by Bivol showed. Ginka is also very close to Maya\nHristova, one of the ladies, whom #Yanevagate who is said to have had a love affair\nwith Borisov, something that \u201chad been known by half of Sofia\u201d.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Thus, an accidental recording clearly reveals the model for\nspending billions on the \u201cHemus\u201d highway which is a priority construction site,\nand why not for other major infrastructure projects.
