Bulgarian Plamen Milanov, who is a defendant in a document forgery case, represents in Chisinau, both, the National Lottery and Sopharma<\/strong> <\/h2>\n\n\n\n


Vasil \u201cThe Skull\u201d Bozhkov is now a leading player in Moldova’s betting where one of his loyal people manages the leading company-subcontractor of the country\u2019s National Lottery. This is Bulgarian citizen <\/strong>Plamen Stefanov Milanov<\/strong><\/a>, who has lived in Chisinau for 18 years.<\/strong><\/p>\n\n\n\n

The\nBulgarian-Moldovan entrepreneur heads the largest subcontractor of the National\nLottery of the Republic of Moldova through a Dubai-registered company. At the\nsame time, the lottery TV show is broadcasted every Sunday on the TV channel\nowned by the real ruler of Moldova – Moldavian oligarch and politician Vladimir\nPlahotniuc, chairman of the Democratic Party of Moldova (DPM).<\/p>\n\n\n\n

The article on\nMilanov was on the front page (see picture) of the influential newspaper for\ninvestigative journalism Ziarul de\nGarda (ZdG)<\/em><\/strong>, while the portrait is of Milanov’s boss – Vasil Krumov\nBozhkov, known in the underground as “The Skull”. The investigation\nis titled “The Lottery Business<\/a>“.<\/p>\n\n\n\n

“Lottery Business\u201d is an investigation by the Moldovan newspaper Ziarul de Garda<\/em> <\/figcaption><\/figure><\/div>\n\n\n\n

<\/p>\n\n\n\n

According to the newspaper, Milanov is currently being sued\nin Moldova for “preparing, possessing, distributing or using falsified\nofficial documents, seals or stationery”. Milanov and some of his former\npartners in Moldova are also suing each other.<\/p>\n\n\n\n

Milanov also\nrepresents in Moldova Sopharma of Ognyan Donev<\/strong><\/h2>\n\n\n\n

As Bivol wrote recently in its article POWERFUL BULGARIAN BUSINESSMEN BUY \u2018BAD\nAPPLE\u2019 BANK IN MOLDOVA<\/strong><\/a>, dedicated to the acquisition of the second\nlargest bank in the country Moldindconbank\n(MICB)<\/strong> by the Bulgarian DOVERIE\nUNITED-HOLDING PLC<\/strong><\/a>, the same Bulgarian Plamen Milanov manages in Chisinau\nthe subsidiary of Sophaprma – Sopharmacy\nMC<\/strong>.<\/p>\n\n\n\n

ZdG<\/em> then revealed\nthat the office address of Sopharmacy MC is in a building owned by DPM\u2019s\nMoldovan lawmaker Vladimir Andronachi (reelected as MP in the general elections\non February 24, 2019) with whom Plamen Milanov maintains friendly relations.<\/p>\n\n\n\n

Milanov, himself, denies being close to the DPM: “Our\nonly relations with Mr Andronachi are only the traditional ones between a\ntenant and a landlord.”<\/p>\n\n\n\n

According to him, “this is just one of the\nbuildings”, where the companies he manages are operating in the Moldovan\ncapital. He denied the MP was related to the Moldovan lotto public tenders:\n“There is no information about this gentleman’s relationship with the\ndeals you mention.”<\/p>\n\n\n\n

Plamen Milanov further denies being involved in the Doverie\nUnited Holding deal for MICB. “I have no information on the shareholders\nof Doverie – United Holding AD. Look at the Bulgarian Registries!”<\/p>\n\n\n\n

In the article on MICB, Bivol mentioned Milanov’s name for\nthe first time and in connection with the deal from April 2017, when Sopharma,\nin which Ognyan Donev is the majority shareholder, managed to buy in Moldova\nthe controlling 51% stake in a chain of ten pharmacies (the Pharmacia Ta brand)\nfrom the local RAP Pharma International<\/strong>.\nThe deal has been approved by the local regulator – the Competition Council of\nthe Republic of Moldova.<\/p>\n\n\n\n

The chain of pharmacies at that time held about 3% of the\nmarket share in the pharmaceutical retail in Moldova. As the Moldovan\nedition Mold Street<\/em> wrote<\/a>, the\nestablished in 2004 company RAP Pharma International has also had shareholders\nfrom Bulgaria, precisely the company \u201cMolfarm\u201d Ltd, which had been controlled<\/a> by the\nBulgarian citizen Plamen Milanov. <\/p>\n\n\n\n

Milanov\u2019s firm has held 80% in RAP Pharma International, and\nthe other 20% have belonged to Moldovan Victor Alergus. By 2014, RAP Pharma International\nhad built a chain of ten pharmacies after having received the required retail\nmarketing license. Then, in 2017, 51% was bought by Bulgarian Sopharma\nPharmaceuticals.<\/p>\n\n\n\n

A check by Bivol in the Trade Register showed that\n“Molfarm” Ltd has been indeed registered in 2014 in the Bulgarian\ncapital Sofia by Plamen Stefanov Milanov at the following address \u2013 1330 Sofia,\n“Krasna Polyana” district, 5 “Vazkresenie” Blvd. The\nregistered capital has been BGN 20,000.<\/p>\n\n\n\n

Its scope of activity includes \u201cwholesale in the country and\nabroad of medicinal products, pharmaceuticals, medical devices, consumables,\ncosmetics and others, commercial intermediation and representation,\nconsultancy, as well as any other commercial activity which is not forbidden by\nlaw\u201d.<\/p>\n\n\n\n

Two other companies owned by Milanov are registered at the\nsame address \u2013 \u201cHospice Faith and Hope\u201d Ltd (2013) and \u201cFirst Company\u201d Ltd\n(2008), which have a similar scope of activity. \u201cFirst Company\u201d Ltd also has a\nconnection with Moldova as it has been registered in partnership with Moldovan\nnational Ruslan Pavlovic Rotar. The registered founding capital was BGN 5,000.\nThe main business activity is \u201cwholesale and retail of pharmaceutical, medical\nand an orthopedic products\u201d. <\/p>\n\n\n\n

In an e-mail interview with ZdG<\/em>, Milanov argues that Sopharma is not a co-founder of Sopharmacy MC<\/strong>:<\/p>\n\n\n\n

“They did not\ninform you correctly. This information is publicly available.”<\/em><\/p>\n\n\n\n

“I do not play\nany role in Sopharma. I am a director at RAP PHARMA INTERNATIONAL, where 51% is\nowned by Sopharma.”<\/em> According to ZdG<\/em>,\nthis company of Plamen Milanov has received in two years public procurement for\nmedications for over MDL 10 million or about EUR 0.5 million.<\/p>\n\n\n\n

Bulgarian owners…\nfrom Dubai<\/strong><\/h2>\n\n\n\n

The contract with the Public Property Agency of the Republic\nof Moldova was signed in May 2018 with \u201cNGM Company\u201d, which had been founded\njust in the previous month (on April 12, 2018) by the registered in Dubai NGM SPC\nLIMITED. The contract had been signed by the manager Plamen Stefanov Milanov.<\/p>\n\n\n\n

Vasil Krumov Bozhkov also sits on the Board of the Bulgarian National Lottery <\/figcaption><\/figure>\n\n\n\n

NGM SPC Limited was registered on February 18, 2018 in the\nUnited Arab Emirates (UAE). According to ZdG<\/em>,\nVladimir Plahotniuc<\/strong> has indicated in his most recent tax return a\ncompany with an office in Dubai, The recently launched in Moldova initiative\nfor acquiring a Moldovan passport \u201cCitizenship against Investments\u201d is listed\nat the same address in the capital of the UAE.<\/p>\n\n\n\n

Bivol confirmed the information through the Dubai\nInternational Financial Centre \u2013 http:\/\/www.difc.ae<\/a><\/strong>, according to which the subcontractor\nof the Moldovan lotto, NGM SPC Limited, has a capital of only USD 10,000. The\ncompany has three directors – Stephanie Amabao, Jedrek Jovellanos and Plamen\nStefanov Milanov. The cofounders are the Bulgarian companies National Lottery\nAD and New Games AD. Both companies are owned by Vasil \u201cThe Skull\u201d Bozhkov<\/strong>.<\/p>\n\n\n\n

Offshore NGM SPC Limited is in the Registry of the International Financial Center (Dubai) <\/figcaption><\/figure>\n\n\n\n

ZdG <\/em>writes that\nBozhkov is one of the wealthiest Bulgarians. “Bozhkov bears the nickname The\nSkull and is also called \u201cThe Gaming Czar”. The publication recalls that\nin Bulgaria his portfolio includes businesses in such branches as construction,\nhotels, tourism, insurance and duty-free shops.<\/p>\n\n\n\n

“He patronized the Football Club (FC) \u201cCSKA Sofia\u201d and\nrecently the Bulgarian media announced that he is about to take over the FC \u201cLevski\nSofia\u201d, one of the most popular football teams in Bulgaria,” writes ZdG<\/em>.<\/p>\n\n\n\n

It all started on October 27, 2016, when all the casinos and\ngaming halls across the Republic of Moldova were closed overnight. As Nikolay\nMarchenko wrote then for the Moldovan online edition NewsMaker<\/em><\/strong> in the article\n“No more bets. How did the authorities\nresolve the gambling issue in a day<\/strong><\/a>?\u201d the stake has been about MDL 320\nmillion a year turnover or about EUR 16 million.<\/p>\n\n\n\n

The economic raids were set in motion after Plahotniuc declared\na war on gambling on the grounds that his charity Edelweiss<\/strong> had received complaints from the parents of minors who\nhad become indebted because of their children’s gambling addiction. Experts\nwere saying at the time that in one to two years, the State would create a\ngambling monopoly in partnership with companies close to the country\u2019s rulers.<\/p>\n\n\n\n

It is no coincidence than that on August 14, 2017, the\ngovernment of Prime Minister Pavel Filip (seen as a “puppet” of Plahotniuc)\ncame up with general requirements for creating a public-private partnership in\nthe gambling business. The decision was to sign two public-private partnership\nagreements – one for the gaming halls and one for the sports bets. Two months\nlater, an invitation for a public tender bids appeared in the Moldovan analogue\nof the Bulgarian State Gazette – Monitorul Oficial<\/strong><\/em> (Official\nMonitor).<\/p>\n\n\n\n

Only two bids (one for each segment) have been submitted.\nThey were opened on March 2, 2018. Both winners were announced at the end of\nMarch 2018. An Austrian consortium won the gaming halls and the Bulgarian New\nGames \u2013 National Lottery, in partnership with the Dubai NGM SPC Limited<\/strong>, won the National Lottery of Moldova (NLM).<\/p>\n\n\n\n

Officially, the bid was for the “development of the NLM\nand the lottery and sports betting sector “.<\/p>\n\n\n\n

“I am appointed\nby the owners”<\/strong><\/h2>\n\n\n\n

Asked about the criminal proceedings against him, Plamen\nMilanov replied that he had been acquitted at first instance and is sure he\nwould be “acquitted at both the second and the third instance.”\nAccording to him, the case had been fabricated by his former partner, who is also\nthe main witness: “He wanted to seize some of my business!”<\/p>\n\n\n\n

According to Milanov, since he has been working in Moldova\nfor 18 years, he has proved to be an effective top manager and that is why he\nis running Bulgarian companies in Chisinau, including in the gambling sector.<\/p>\n\n\n\n

“The position was offered to me by the company’s owners\n(NGM Company), which won the partnership with the State competition in the\ngambling sector.”<\/p>\n\n\n\n

Plamen Milanov was born in Sofia on July 27, 1976. He has graduated\nfrom 32nd<\/sup> High School and the University of National and World Economy.\nTen years ago he got married in Chisinau and has a daughter with his wife Mariana\nMilanova. In his Facebook profile, he publishes Primera TV’s videos and thank\nyou notes to the winners in the Moldavian lottery, one of the top prizes being\na BMW X5 SUV.<\/p>\n\n\n\n

Bivol made several attempts to conduct its own interview with Milanov. We also tried email and Viber, but he did not answer neither the written messages nor the call.<\/p>\n\n\n\n

<\/p>\n\n\n\n

Gambling expansion<\/strong><\/h2>\n\n\n\n

For Vasil Bozhkov this is not the first acquisition of a\nnational lottery abroad. On August 4, 2018, the Georgian government sold\nto him<\/a> 25% of its National Lottery shares. The remaining 75% are controlled\nby Georgian businessman Koba Ghurtskaia, whose holdings in telecommunications\nhave ties with Bulgaria. According to the tender agreement, the price should\nhave been at least USD 5 million.<\/p>\n\n\n\n

Bozhkov entered the gambling business in the early 1990s,\nright after the fall of the Communist regime in Bulgaria. In 1992 he registered\na financial company named “Nove” and in 1993 the \u201cEurofootball<\/strong>\u201d betting company. Both\ncompanies are still active, with slightly different names.<\/p>\n\n\n\n

In 1993, Bozhkov became a co-founder of the IGM casino and\ncasino business. <\/p>\n\n\n\n

The other co-founder, businessman Ilya Pavlov, believed to\nhave organized crime ties, was shot and killed in 2003, one day after he\ntestified in the murder trial of former Bulgarian Prime Minister Andrey\nLukanov. IGM has remained the biggest player in the gambling market in Bulgaria\nfor a number of years.<\/p>\n\n\n\n

A classified diplomatic cable from 2005, sent to the US\nState Department by former US Ambassador to Bulgaria, James Pardew, published\nby WikiLeaks<\/a>,\ndescribes Bozhkov’s illegal activities as “money laundering, privatization\nfraud, intimidation, and extortion and racketeering.
