It turns out that Anton Slavchev, Deputy Chairman of the Committee for Combatting Corruption and the withdrawal of illegally acquired property (KPKONPI)<\/a> (sic) is not on leave, despite Prime Minister Boyko Borisov urging all involved in ApartmentGate to take leave or resign and despite President Rumen Radev banning him from attending the National Security Advisory Council. On April 15, Slavchev signed a refusal to address questions by Bivol under the Access to Public Information Act (APIA) on the progress of the probe in 2014 and 2015 against another \u201cApartmentGate\u201d protagonist – Tsvetan Tsvetanov, Deputy Chairman of the ruling party Citizens for European Development of Bulgaria (GERB), former Head of the GERB Parliamentary Group and former Interior Minister.<\/p>\n

Slavchev, similarly to his boss Plamen Georgiev, became entangled into the ApartmentGate scandal after Bivol revealed omissions in his property declaration and property deals concluded at below-market prices. Slavchev’s case is particularly outrageous because the Sofia Municipality has suffered damage amounting to hundreds of thousands of BGN.<\/p>\n

According to documents obtained by the Civil Association \u201cBoets\u201d (Fighter), the probe for which Bivol requested information, has established that Tsvetan Tsvetanov could not explain the origin of nearly BGN 119,000. As this amount is below the statutory threshold of BGN 250,000 required to launch a procedure for the confiscation of illegally acquired property, the probe has ended there.<\/p>\n

In reality, however, the amount that Tsvetanov cannot prove is at least half a million, according to a detailed analysis<\/a> of his income and spending conducted by Bivol.<\/p>\n

The document, for which Slavchev refuses to provide information, is in fact proof of how KPKONPI has violated the law in order to “whitewash” the second in command in GERB.<\/p>\n

It is unclear why KPKONPI is refusing to provide even information that does not contain personal data and can be anonymized. Bivol will appeal the refusal to the Administrative Court.<\/p>\n","protected":false},"excerpt":{"rendered":"
