It did not appear again for a full week, when it emerged near Cyprus before continuing on to dock in Ukraine.<\/p>\n<p dir=\"ltr\">Tracking data offers no sign of the Kubrosli-y\u2019s whereabouts during that week. But photos published by a Syrian government agency two days before its reappearance inadvertently revealed why its crew might have been keen to disguise their location.<\/p>\n<p dir=\"ltr\">One of the images, posted on Facebook, shows Syrian oil and minerals minister Bassam Toumeh standing at the Mediterranean port of Tartous. Another shows the Kubrosli-y docked at twin berths in the port\u2019s custom-built to load phosphates, a prized mineral that has been a major economic lifeline for the sanctioned regime of President Bashar aAl-Assad.<\/p>\n<div id=\"attachment_87223\" style=\"width: 670px\" class=\"wp-caption aligncenter\"><a href=\"https:\/\/bivol.bg\/wp-content\/uploads\/2022\/06\/Oil-minister-Tartous-crop.jpg\" data-rel=\"penci-gallery-image-content\" ><img fetchpriority=\"high\" decoding=\"async\" aria-describedby=\"caption-attachment-87223\" class=\"wp-image-87223\" src=\"https:\/\/bivol.bg\/wp-content\/uploads\/2022\/06\/Oil-minister-Tartous-crop-262x300.jpg\" alt=\"\" width=\"660\" height=\"756\" srcset=\"https:\/\/bivol.bg\/wp-content\/uploads\/2022\/06\/Oil-minister-Tartous-crop-262x300.jpg 262w, https:\/\/bivol.bg\/wp-content\/uploads\/2022\/06\/Oil-minister-Tartous-crop-585x670.jpg 585w, https:\/\/bivol.bg\/wp-content\/uploads\/2022\/06\/Oil-minister-Tartous-crop.jpg 731w\" sizes=\"(max-width: 660px) 100vw, 660px\" \/><\/a><p id=\"caption-attachment-87223\" class=\"wp-caption-text\">Kubrosli-y during oil minister visit<\/p><\/div>\n<p dir=\"ltr\">Syria has some of the largest known reserves of the increasingly sought-after fertilizer ingredient, with exports peaking in 2010 at 3.1 million tons, making it the world\u2019s fourth- or fifth-largest supplier. The phosphate industry collapsed when Islamic State militants seized the country\u2019s largest mines in 2016, but production has revived since government forces recaptured them the following year, attracting buyers even from countries opposed to Assad\u2019s regime.<\/p>\n<p dir=\"ltr\">The journey of the Kubrosli-y, and the techniques it deployed, offer a glimpse into the murky supply chain of Syrian phosphates as they make their way from regions torn apart by civil war to farmers across Europe. At every step of the way, the trade enriches the Syrian state, war profiteers, and people with deep ties to Russia\u2019s elite.<\/p>\n<p dir=\"ltr\">Despite the risks of sanctions violations, Serbia, Ukraine, and several European Union states have imported over $80 million of Syrian phosphates since 2019in the last couple of years, according to a new investigation by OCCRP member centers in seven countries, in partnership with Lighthouse Reports and Syrian Investigative Reporting for Accountability Journalism (SIRAJ).<\/p>\n<p>The United States has imposed sanctions on both the Syrian government and the Russian company that appears to control much of Syria\u2019s phosphate exports, Stroytransgaz. The EU has also sanctioned two key players: Syria\u2019s Toumeh and Stroytransgaz\u2019s owner, Gennady Timchenko, a billionaire tycoon and close ally of the Kremlin. But neither the U.S. nor the EU specifically prohibit the purchase of Syrian phosphates.<\/p>\n<p>Experts say companies still run the risk of violating sanctions even if the phosphates trade is technically legal. A 2018 report by Politico that Greece was buying Syrian phosphates raised hackles in the European Parliament, and imports stopped soon after.<\/p>\n<p>Even Stroytransgaz has tried to distance itself from the industry, insisting that it has no connection to two similarly named companies that dominate the trade today. But OCCRP and its partners found evidence of several links between Stroytransgaz and these firms.<\/p>\n<p>Russia\u2019s invasion of Ukraine in February has also led to increased pressure for European companies to cut ties to sanctioned Russian figures, such as Timchenko.<\/p>\n<p>\u201cSyrian phosphates are very bloody, not only because of the conflict in Syria but also what is happening in Ukraine,\u201d said Glen Kurokawa, a phosphate analyst at commodity research group CRU. \u201cSyria has to sell at a political discount because its goods are so toxic to handle.\u201d<\/p>\n<p>Asked about the imports, the EU Commission said it was up to individual countries to decide whether Syrian phosphate imports break sanctions. Authorities in Bulgaria, Ukraine, and Serbia confirmed they regard the trade as legal. Italian authorities did not reply to requests for comment.<\/p>\n<p>Karam Shaar, a Syrian economist, said the trade shows how easily sanctions can be circumvented by opaque supply chains or by channeling funds and goods through the unknown subsidiaries of targeted companies.<\/p>\n<p>\u201cOf course exporting phosphates to Europe is a violation of sanctions,\u201d he said. \u201cBut most of the countries don\u2019t understand the structure of the organizations they have sanctioned.\u201d<\/p>\n<p>In the case of the Kubrosli-y, in the space of just three weeks it had set out from Istanbul, slipped in and out of Syria and sailed back through the Bosphorus to Nika Tera port in Ukraine, owned by a sanctioned oligarch.<\/p>\n<p dir=\"ltr\"><iframe src=\"https:\/\/cdn.occrp.org\/projects\/syriaphosphates\/index.html\" width=\"736px\" height=\"737px\" frameborder=\"0\" allowfullscreen=\"allowfullscreen\"><\/iframe><\/p>\n<pre dir=\"ltr\"><em><strong>The Voyage of the Kubrosli-y (Graphics: Elin Pasovic \/ OCCRP)<\/strong><\/em><\/pre>\n<h2>Economic Payback<\/h2>\n<p>Gennady Timchenko is one of the\u00a0<a href=\"https:\/\/www.forbes.com\/sites\/chasewithorn\/2021\/04\/06\/the-10-richest-russian-billionaires-2021\/?sh=457437426e84\" target=\"_blank\" rel=\"noopener\">richest and most powerful men in Russia<\/a>. His friendship with Russian President Vladimir Putin dates back to the early 1990s, when he was an oil trader in St. Petersburg. Timchenko has been\u00a0<a href=\"https:\/\/www.nytimes.com\/2012\/03\/02\/world\/europe\/ties-to-vladimir-putin-generate-fabulous-wealth-for-a-select-few-in-russia.html\" target=\"_blank\" rel=\"noopener\">accused of fronting for Putin\u2019s personal wealth<\/a>, though he says they are just judo partners.<\/p>\n<p>Timchenko became a multi-billionaire working closely with state-owned companies in Russia\u2019s lucrative oil and gas sector. His engineering and construction company, Stroytransgaz, has built multiple export pipelines for Russia\u2019s oil and gas, including the\u00a0<a href=\"http:\/\/www.stg.ru\/en\/press-center\/documents-photos-and-videos\/photo\/nord-stream.html\" target=\"_blank\" rel=\"noopener\">Nord Stream pipeline through Europe<\/a>.<\/p>\n<aside id=\"aside-story-gennady-timchenko\" class=\"box-side aside-story aside-story-gennady-timchenko\">\n<div class=\"aside-story-image\"><span style=\"font-family: Raleway, sans-serif; font-size: 20px; font-weight: bold; letter-spacing: 0px;\">Gennady Timchenko<\/span><\/div>\n<div><\/div>\n<div>\n<div class=\"aside-story-desc\">OCCRP has been tracking Timchenko\u2019s assets outside Russia as part of our Russian Asset Tracker. After Russian military intervention helped turn the tide of Syria\u2019s civil war in favor of Assad\u2019s regime, two more Stroytransgaz-linked companies secured a foothold in the phosphates sector \u2014 one of the most profitable assets still under government control.<\/p>\n<p>One of them, Stroytransgaz Engineering, was a subsidiary of Stroytransgaz until 2018, when Timchenko appears to have taken steps to distance himself from the Syrian phosphate trade. Experts say this might be part of an effort to circumvent U.S. and EU sanctions on Syria, as well as sanctions imposed on himself and Stroytransgaz after Russia\u2019s annexation of Crimea.<\/p>\n<p>In 2018, Timchenko sold Stroytransgaz Engineering to two Moscow-based shell companies, Photon Express and Eneriya Antaresa, whose owners are unclear. The following year, Stroytransgaz Engineering won contracts to operate three state-owned Syrian fertilizer factories outside Homs and Tartous, which serves as the departure point for most phosphates exports.<\/p>\n<p>Despite the distance on paper from Timchenko, the deal was widely seen as payback for Russia\u2019s military help. In an analysis for the Russian International Affairs Council, Igor Matveev, a former Russian diplomat in Damascus, wrote that the deal \u201ccould help recoup the money spent on the military operation in Syria by mining valuable minerals on exclusive terms.\u201d<\/p>\n<p>Still, Stroytransgaz insists it has no ties to Stroytransgaz Engineering.<\/p>\n<p>\u201cSTG Engineering is a separate legal entity and is not part of our group of companies. After Russia annexed Crimea in eastern Ukraine in 2014, both Stroytransgaz and Timchenko also faced Western sanctions.<\/p>\n<p dir=\"ltr\">In what experts say appeared to be an effort to circumvent these restrictions, Timchenko and Stroytransgaz have distanced themselves from Syria. A reporter saw no signs of Stroytransgaz at its official address in Damascus, in a high-security district populated by foreign embassies, and calls to its official phone numbers went unanswered.<\/p>\n<p dir=\"ltr\">\u201cSTG Engineering is a separate legal entity and is not part of our group of companies. Just a similar abbreviation of the company name,\u201d Stroytransgaz spokesperson Natalia Kalinicheva said, denying that the company had any ongoing contracts in Syria.<\/p>\n<p>Another similarly named company, Stroytransgaz Logistic, won a 50-year contract in 2018 giving it rights to 70 percent of sales revenues from Syria\u2019s largest phosphate mines, near the central city of Palmyra. The rest went to the state-owned Syrian General Company of Phosphates and Mineral Resources (GECOPHAM), a subsidiary of the U.S.-sanctioned Syrian Oil Ministry.<\/p>\n<p>On paper, Stroytransgaz Logistic has no connections to its namesake \u2014 it is owned by a Moscow-based company called UK Investfinance, which appears to be a nominee service that manages companies for its clients.<\/p>\n<p>However, several of its senior staff have links to Stroytransgaz that suggest they share more than just a name.<\/p>\n<p>The key figure is a Russian citizen named Igor Kazak, who served as a director at Timchenko\u2019s Stroytransgaz as recently as 2015. That year, he told Syrian media that Stroytransgaz \u201cwants to participate in the reconstruction of Syria.\u201d<\/p>\n<p>Kazak became the head of Stroytransgaz Logistic in 2016, and stayed in the position until mid-2017. Ongoing sleeper cell attacks mean workers are bused in from nearby cities to dig phosphate rock from the local mines.<\/p>\n<p>On the road to the mines sits the headquarters of GECOPHAM, the state-run Syrian company that owns and runs the country\u2019s phosphate mines. According to one employee at the Al-Sharkiah mine, where Stroytransgaz Logistic operates, the Russian company controls exports, while the day-to-day operations remain in the hands of Syrian contractors and laborers.<\/p>\n<p>Stroytransgaz Logistic\u2019s mines produce around 650,000 tons of phosphates a year, although its contract allows for 2.2 million tons to be dug up every year, according to Syrian officials. Once extracted, the phosphates are shipped out in road and railway convoys to fertilizer plants near Homs or to Tartous port.<\/p>\n<p>Along the way, they are protected by private contractors. Those operating in the area include the notorious Wagner Group, linked to pro-Kremlin elite, which has been\u00a0<a href=\"https:\/\/www.theguardian.com\/world\/2022\/may\/04\/russian-mercenaries-wagner-group-linked-to-civilian-massacres-in-mali\" target=\"_blank\" rel=\"noopener\">linked to the massacre of civilians in Mali<\/a>\u00a0and is now believed to be fighting in Ukraine.<\/p>\n<p>Images posted on social media of the phosphate-loading berth at Tartous port, analyzed by OCCRP, also showed a truck with a sign in its front window bearing the name and logo of Syrian company Sanad Company for Protection and Security Services, owned by Assad-linked businessman Ahmed Khalil and a security official named Nasser Deeb. The group began life as a militia fighting alongside Syrian and Russian forces, and won its current contract to protect the mines after evicting Islamic State militants from the area.<\/p>\n<p>The phosphate trade has also enriched a rising class of war profiteers. The U.S. and EU sanctioned him in 2020, accusing him of generating \u201crevenue for the regime and its supporters\u201d including by laundering money \u201ccollected illicitly at regime crossings and through looting.\u201d<\/p>\n<p>Taher is also deeply involved in the phosphate industry, according to Syrian researcher Azzam Al-Allaf, who\u00a0<a href=\"https:\/\/medirections.com\/index.php\/2019-05-07-15-50-27\/wartime\/2020-11-17-12-38-22#_ftn28\" target=\"_blank\" rel=\"noopener\">published a detailed study of the trade for the European University Institute<\/a>\u00a0in 2020. Drawing on extensive interviews, Allaf\u2019s research linked Taher both to Sanad and a management company called Sada Energy Services, which oversees workers in Tartous and Homs for Stroytransgaz Engineering.<\/p>\n<p>\u201cAli Taher and Maher Al-Assad are making fortunes from the phosphate industry,\u201d Allaf told OCCRP. \u201cTheir roles extend from the moment the mineral shipments leave the mine and are brought through the desert, up to the export terminal in Tartous.\u201d<\/p>\n<p>Syrian oil and minerals minister Toumeh and the state phosphate company GECOPHAM didn\u2019t respond to emailed requests for comment. Reporters were unable to reach Taher.<\/p>\n<h1>Ghost Ships<\/h1>\n<p>After leaving the mines, most Syrian phosphates make their way to the Mediterranean port of Tartous, home to Russia\u2019s main naval base in the country. But, like the Kubrosli-y, many of these trips do not show up in ship tracking data.<\/p>\n<p>OCCRP and its partners followed dozens of shipments of phosphates from Syria to Europe, the Middle East, and North Africa between 2019 and 2022. Using port records, satellite images, and open-source materials, reporters mapped 15 voyages where ships started in the purpose-built phosphate berth in Tartous port before heading to Europe.<\/p>\n<p>Detailed location data available for eight of these journeys shows the ships switched off their automatic identification systems \u2014 a tracking service known as AIS \u2014 as they approached Tartous. Before doing so, all the ships sent out a notification that their destination was ports in Lebanon, Turkey, or Egypt. They all reappeared on AIS around a week later near Cyprus.<\/p>\n<p>Here\u2019s how one of them, the Maymona, traveled.<\/p>\n<p dir=\"ltr\"><iframe src=\"https:\/\/cdn.occrp.org\/projects\/maymona-tracking\/index.html\" width=\"737px\" height=\"515px\" frameborder=\"0\" allowfullscreen=\"allowfullscreen\"><\/iframe><\/p>\n<pre dir=\"ltr\"><em><strong>The Voyage of the Maymona (Graphics: Elin Pasovic \/ OCCRP)<\/strong><\/em><\/pre>\n<p>\u201cThe ship owner doesn\u2019t want anyone to know that his ship is coming from an economically sanctioned country like Syria,\u201d said a Syrian ship captain from Tartous, speaking on condition of anonymity.<\/p>\n<p>The Sierra Leone-flagged Daytona Prime disappeared from AIS systems south of Cyprus while headed in Syria\u2019s direction on Jan. 20, 2019. Satellite images show the ship docked in Tartous two weeks later, where port documents reveal it visited the phosphates berths the following day.<\/p>\n<p>The ship appeared again on AIS south of Cyprus before reaching Romania\u2019s Constanta port on the Black Sea on February 16, the same day that Romanian customs records show a cargo of Syrian phosphates were imported.<\/p>\n<p>Tartous port took most of its recent records offline in June 2020, but more recent phosphate shipments could be identified using open-source and satellite images.<\/p>\n<p>A Honduran-flagged cargo ship called the Sea Navigator disappeared from AIS off the coast of Cyprus on January 4, 2022, and then reappeared heading north before reaching Romania\u2019s Constanta port on January 21. During this time, it appeared in the background of a selfie taken by a worker in the Tartous phosphates berth which was posted to social media.<\/p>\n<p><a href=\"https:\/\/bivol.bg\/wp-content\/uploads\/2022\/06\/Tartous-social-blurred-crop.jpg\" data-rel=\"penci-gallery-image-content\" ><img loading=\"lazy\" decoding=\"async\" class=\"wp-image-87235\" src=\"https:\/\/bivol.bg\/wp-content\/uploads\/2022\/06\/Tartous-social-blurred-crop-270x300.jpg\" alt=\"\" width=\"711\" height=\"790\" srcset=\"https:\/\/bivol.bg\/wp-content\/uploads\/2022\/06\/Tartous-social-blurred-crop-270x300.jpg 270w, https:\/\/bivol.bg\/wp-content\/uploads\/2022\/06\/Tartous-social-blurred-crop-921x1024.jpg 921w, https:\/\/bivol.bg\/wp-content\/uploads\/2022\/06\/Tartous-social-blurred-crop-768x854.jpg 768w, https:\/\/bivol.bg\/wp-content\/uploads\/2022\/06\/Tartous-social-blurred-crop-585x651.jpg 585w, https:\/\/bivol.bg\/wp-content\/uploads\/2022\/06\/Tartous-social-blurred-crop.jpg 1034w\" sizes=\"(max-width: 711px) 100vw, 711px\" \/><\/a>Sea Navigator in Tartous port employee selfie<\/p>\n<p>The International Maritime Organization, the U.N. agency that regulates global shipping, requires ships to broadcast AIS positions at all times, so ships with blackouts like these are problematic. That, in combination with the threat of sanctions and bad publicity, leaves European importers of Syrian phosphates working with ship owners on the legal fringes of the industry.<\/p>\n<p>One of these is Aminos Maritime Ltd, which owns the Kubrosli-y, the ship that reporters noticed turning off its tracker in May last year before delivering phosphates to Ukraine. The ship has also made deliveries of Syrian phosphates to Romania and Greece. Aminos did not reply to a request for comment.<\/p>\n<p>Another ship, the Prince Mouhammad, is owned by a Lebanon-based company whose largest shareholder is owned by relatives of Jihad al-Arab, a contractor close to former Prime Minister Saad Hariri. Last year, Arab was sanctioned by the U.S. for corruption. He did not respond to a request for comment either.<\/p>\n<p>Ibrahim Olabi, a Syrian legal expert who monitors sanctions evasion, said the methods used to dodge sanctions in Syria would likely help Russian companies avoid new sanctions imposed by the European Union and United States over the Ukraine war.<\/p>\n<p>\u201cThe Syrian phosphates trade shows why the EU sanctions system is not fit for purpose,\u201d he said. \u201cSanctions evasion works and it\u2019s not even that difficult.\u201d<\/p>\n<p>The industry\u2019s dubious legality has also given rise to a complex network of proxies and middlemen.<\/p>\n<h1 dir=\"ltr\">\u2018Blood Money\u2019<\/h1>\n<p>On a busy shopping street in London\u2019s upmarket Kensington neighborhood, a small office above a secondhand clothing store is listed as the address of a British company called Resalper Trading Ltd.<\/p>\n<p>The company sold $450,000 worth of Syrian phosphates to Ukrainian company Prime Organics in August 2020 \u2014 the country\u2019s top importer of Syrian phosphates over the past two years \u2014 according to Ukrainian customs records. But Resalper Trading reported no financial activities in the year ending in May 2020, and only around $530 in assets that month, according to its most recent filings.<\/p>\n<p>The office in Kensington belongs to formation agents Company Wizard and Quick File. When OCCRP contacted the 29-year-old Ukrainian who founded Resalper Trading in 2019, Ruslan Turkovskyi, he declined to comment.<\/p>\n<p>Ukraine\u2019s imports of Syrian phosphates ballooned from $3 million worth in 2018 to $15 million last year, despite Ukrainian sanctions imposed on Stroytransgaz and Timchenko. Most of those that arrive by sea enter through the Nika Tera port, owned by the sanctioned pro-Moscow oligarch Dmitry Firtash.<\/p>\n<p>Sanctions expert Irene Kenyon, director of risk intelligence at the consultancy FiveBy Solutions, said using shell companies is a common strategy to disguise the fact that sanctioned entities or individuals were benefiting from a trade.<\/p>\n<p>\u201cEven though you might be legally in the right, you\u2019re also giving blood money to a sanctioned human-rights violating regime and a sanctioned Russian oligarch,\u201d she said.<\/p>\n<h1>Europe Quietly Resumed Syrian Phosphate Imports<a href=\"https:\/\/bivol.bg\/wp-content\/uploads\/2022\/06\/OCCRP_Table_Phosphates-.png\"><br \/>\n<\/a><\/h1>\n<div id=\"attachment_87257\" style=\"width: 830px\" class=\"wp-caption aligncenter\"><a href=\"https:\/\/bivol.bg\/wp-content\/uploads\/2022\/06\/OCCRP_Table_Phosphates-.png\" data-rel=\"penci-gallery-image-content\" ><img loading=\"lazy\" decoding=\"async\" aria-describedby=\"caption-attachment-87257\" class=\"wp-image-87257\" src=\"https:\/\/bivol.bg\/wp-content\/uploads\/2022\/06\/OCCRP_Table_Phosphates--300x192.png\" alt=\"\" width=\"820\" height=\"525\" srcset=\"https:\/\/bivol.bg\/wp-content\/uploads\/2022\/06\/OCCRP_Table_Phosphates--300x192.png 300w, https:\/\/bivol.bg\/wp-content\/uploads\/2022\/06\/OCCRP_Table_Phosphates--1024x656.png 1024w, https:\/\/bivol.bg\/wp-content\/uploads\/2022\/06\/OCCRP_Table_Phosphates--768x492.png 768w, https:\/\/bivol.bg\/wp-content\/uploads\/2022\/06\/OCCRP_Table_Phosphates--585x375.png 585w, https:\/\/bivol.bg\/wp-content\/uploads\/2022\/06\/OCCRP_Table_Phosphates-.png 1110w\" sizes=\"(max-width: 820px) 100vw, 820px\" \/><\/a><p id=\"caption-attachment-87257\" class=\"wp-caption-text\">Serbia and Ukraine are Europe&#8217;s top buyers of Syrian phosphates, while several EU states have also resumed imports.<\/p><\/div>\n<p>Ukraine\u2019s imports halted after the Russian invasion in February, but the country is far from the only buyer of Syrian phosphates.<\/p>\n<p>In Serbia \u2014 Europe\u2019s top buyer of Syrian phosphates in recent years \u2014 one importer was a former beauty company called Yufofarm. A Serbian business registry shows the company imported $26.9 million worth of products from Syria in 2021, though it did not specify what they were. Yufofarm declined to comment.<\/p>\n<p>Yufofarm is owned by the business partner of Stanko Popovic, whose agriculture and fertilizer company, Elixir Group bought the Syrian phosphates Yufofarm imported. Elixir Group is the exclusive supplier of phosphoric acid \u2014 used to make fertilizers and animal feed \u2014 for the local operations of a major French conglomerate called Groupe Roullier.<\/p>\n<p>\u201cIf the person you\u2019re buying cargo from isn\u2019t under sanctions then you\u2019re further removed and aren\u2019t necessarily busting sanctions yourself,\u201d a maritime lawyer told OCCRP, speaking anonymously as they were not authorized to talk to the press. \u201cThis is the trade version of international money laundering.\u201d<\/p>\n<p>A spokesperson for the French company said it did \u201cnot use Syrian phosphate\u201d and strictly complied with all sanctions.<\/p>\n<p>Popovic acknowledged buying Syrian phosphates, which he had done since the 1970s, but told reporters that all his business transactions were legal. \u201cWe do not cooperate with any company in Syria on the basis of phosphate imports, or on any other basis,\u201d he said.<\/p>\n<p>Although Greece appeared to have stopped importing Syrian phosphates after the 2018 Politico report, at least four other EU member states \u2014 Italy, Bulgaria, Spain, and Poland \u2014 quietly resumed imports, OCCRP and its partners found. EU and UN trade data show that Italy started importing in 2020, Bulgaria in 2021, and Spain and Poland earlier this year.<\/p>\n<div class=\"quote-text\">\n<div class=\"quote-line\"><\/div>\n<blockquote>\n<div><strong>&#8220;This is the trade version of international money laundering.&#8221;<\/strong><\/div>\n<\/blockquote>\n<\/div>\n<div class=\"quote-author\">\n<p><strong>\u2013 Maritime lawyer<\/strong><\/p>\n<p>Many of the EU\u2019s imports of Syrian phosphates entered the bloc through Romania. Most of them were handled by two Middle Eastern companies, UAE-registered Blue Gulf Trading and Lebanon-registered Medsea Trading, both of which are owned by Lebanese businessman Afif Nazih Auf. He did not respond to requests for comment.<\/p>\n<p>In Italy, Syrian phosphates are imported by Puccioni Spa, an established Italian fertilizer company. The company confirmed the purchases, but said it dealt with Syrian authorities through a broker, and that it did not work with Stroytransgaz.<\/p>\n<p>In Bulgaria, Syrian phosphates are imported by a small Bulgarian company called Fertix EOOD, which was founded in 2017. Melnichenko, who was sanctioned by the EU and the U.K. for supporting Russia\u2019s war on Ukraine, recently withdrew from the company\u2019s board.<\/p>\n<p>For now, the trade in Syrian phosphates appears to be growing in spite of the many political complexities. Sergiy Moskalenko, director of Dnipro Mineral Fertilizer Plant, a Ukrainian firm that uses Syrian phosphates, told OCCRP that for them the purchases were a practical matter.<\/p>\n<p>\u201cLook, we need to eat,\u201d he said. \u201cIn order to eat properly we need to supply the soil with fertilizers and to do this we must purchase the raw materials.
