Bulgarian Resort Town Repairs Street before Announcing Public Tender

The repair of the pavement on “Tsar Simeon Street” in the Bulgarian winter resort town of Bansko had been nearly finished a few days before selecting the contractor for the supply of the building materials – curbstones and paving stones. This is documented in video and photo material. Bivol received a signal about it via email and posted a coded message on Facebook in the morning of July 8 to certify the time of receiving the signal and its content.

In the video attached to the email one can see the advanced repair works on “Tsar Simeon” Street in Bansko with concrete curbs all along its length and most of the concrete blocks, as well as pallets with unpacked concrete blocks and other construction materials. The video is from July 5, 2019, and at that point, there had been an announced public tender procedure for the delivery of the exact same construction materials with a deadline for participation July 8, 2019. However, there had been no offers yet.

Only one participant had submitted an offer for delivery of construction materials on July 8, in the evening, when the street had been almost ready. The decision on the winning bid had been taken a week later, on July 15, 2019. Naturally, the winner had been the company that had already done the deliveries – Dino Build Ltd from the nearby town of Razlog.

The Municipality of Bansko sent a comment on this gross violation of the Public Procurement Act (PPA). It is signed by Deputy Mayor Ivaylo Ruhov:

The comment does not provide an explanation for the violations of the PPA, but clearly demonstrates the technology of choosing “our” company – it starts with a direct assignment, and then a fake public procurement procedure is staged.

The Mayor’s Golden Bathrooms

On Thursday, July 25, some Bulgarian media received a signal about the schemes of Bansko’s Mayor Georgi Ikonomov, with a focus on his new house, built in 2018, on a property in downtown Bansko, bought by Ikonomov. Bivol checked this information and it turned out true.

The house is very impressive in terms of size and lavishness – an expensive outdoor fence with insulation, gold-plated baths and toilets, crystal lighting and luxurious furnishings, write those who have sent the signal. According to it, the cost of the house exceeds BGN 2 million, money whose origin the Mayor could not prove.
