Two New Recordings with Bulgarian PM’s Voice Leak to Media

Two new recordings with the voice of Bulgarian Prime Minister Boyko Borisov were sent to several media outlets in the country in the afternoon of June 27, 2020. In one of them, Borisov appears to be talking to the former Director of Lukoil Bulgaria Valentin Zlatev, whom he mentions by name. In the other, Borisov explains to someone what to do to present him before the media as a wise statesman. The sender’s IP address is in Greece, according to the analysis of the messages.

Both recordings have been rerecorded at least twice on an iPhone with the Voice Memos application, according to the metadata in the files. One of the dates is February 5, 2020, 10:05 am. Another date in both recordings is June 13, 2020 (June 13 is Borisov’s birthday – editor’s note).
February 5, 2020, is the date on which Boyko Borisov had a meeting in Brussels with the President of the European Commission Ursula von der Leyen and the President of the European Council Charles Michel. A Bulgarian-Japanese business forum was held in Sofia on the same date in the presence of Bulgarian President Rumen Radev. These two events are mentioned in the recordings.

The recording, in which Borisov mentions Valentin Zlatev’s name in a Russian manner – Valentin Vasilich, is named “Valentin Zlatev Call” and is 3 minutes and 8 seconds long.

The second recording is dubbed “Funny PP” and is a minute and 47 seconds long. It has another, different date of the last change made to it – June 26, 2020, 7:06:33 pm. This recording may have been processed on the device on which it has been saved and this might be the reason why the date of the change is different from the creation date.

The sender of the recordings emailed them through the anonymizing service Guerillamail, which still archives the IP address of the device from which the data has been sent. The previous leaked recordings were sent from a device located in the network of mobile operator A1 in Bulgaria, according Bivol’s metadata analysis. The IP address of the latest recordings is:

It is located in northern Greece, in the network of mobile operator OTE.
Bivol organized a fundraising campaign to commission a technological expertise of the first recording to a renowned lab in Western Europe. The needed amount of EUR 5,000 was raised through small donations in just one day.

This first recording was sent to several media outlets by an anonymous sender on June 12, 2020. The scandalous recording is of a voice similar to that of Borisov and is laced with profanities and confessions of drastic abuse of power.
